Government of Rajasthan intend to tap state’s huge solar power generation potential to the tune of 142 GW to make Rajasthan a Green Energy State and to contribute in India’s commitment in UN Climate Change Conference in Glasgow (COP26) to achieve goal of ‘Net Zero’ emission by curtailing dependency on conventional sources to energy (i.e. coal, oil, gas, etc) and to provide a sustainable, reliable and affordable electricity to all its consumer. राजस्थान को एक हरित ऊर्जा राज्य बनाने के लिए राज्य की विशाल सौर ऊर्जा उत्पादन क्षमता को 142 गीगावाट तक ले जाने की मंशा रखती है और ग्लासगो में संयुक्त राष्ट्र जलवायु परिवर्तन सम्मेलन (सीओपी 26) में भारत की प्रतिबद्धता में योगदान करने के लिए ऊर्जा के पारंपरिक स्रोतों (अर्थात कोयला, तेल, गैस, आदि) पर निर्भरता कम करके 'शुद्ध शून्य' उत्सर्जन के लक्ष्य को प्राप्त करने की मंशा रखती है। और इसके अतिरिक्त अपने सभी उपभोक्ताओं को एक स्थायी, विश्वसनीय और सस्ती बिजली प्रदान करना भी राजस्थान सरकार का लक्ष्य है।

In order to promote decentralized solar power plants, being developed under PM-KUSUM Component C (Feeder level solarization) at load center having pre-dominantly agriculture load in rural areas, the state government has formulated “Saur Krishi AjivikaYojna” or “SKAY” under PM-KUSUM Component C (Feeder level solarization). ग्रामीण क्षेत्रों में मुख्य रूप से कृषि भार वाले लोड सेंटर पर पीएम-कुसुम कंपोनेंट सी (फीडर लेवल सोलराइजेशन) के तहत विकसित किए जा रहे विकेंद्रीकृत सौर ऊर्जा संयंत्रों को बढ़ावा देने के उद्देश्य हेतु लिए, राज्य सरकार ने "सौर कृषि आजीविका योजना" या "SKAY" तैयार की है।

The objective of SKAY is to utilize state’s abundant land resources by giving farmers / land owners an opportunity to lease out their barren / unutilized land on pre-fixed lease basis for setting up of solar power plant. Rajasthan Discoms have developed a dedicated online portal where farmers / land owners can register their land for leasing out for setting up solar power plant. Solar power plant developers can also register on the portal to reach out to the registered farmers / land owners. SKAY का उद्देश्य किसानों / भूमि मालिकों को सौर ऊर्जा संयंत्र की स्थापना के लिए पूर्व-निर्धारित राशि के आधार पर अपनी बंजर / अनुपयोगी भूमि को लीज़ पर देने का अवसर देकर राज्य के प्रचुर भूमि संसाधनों का उपयोग करना है। राजस्थान डिस्कॉम्स ने एक ऑनलाइन पोर्टल विकसित किया है, जहां सौर ऊर्जा संयंत्र स्थापित करने के लिए किसान/भूमि मालिक अपनी जमीन को लीज़ पर देने के लिए पंजीकृत कर सकते हैं। सौर ऊर्जा संयंत्र के विकासकर्ता (Developer) भी पंजीकृत किसानों / भूमि मालिकों तक पहुंचने के लिए पोर्टल पर पंजीकरण कर सकते हैं।

The portal (www.skayrajasthan.org.in) will act as a facilitator where interested farmers / land owners and solar power plant developers can collaborate to arrange land for a solar power plant on RESCO mode in the vicinity (preferably within 5 KMs radius) of identified 33/11 kV substations of Rajasthan Discoms as envisaged under PM-KUSUM Component C (Feeder level solarization). यह पोर्टल (www.skayrajasthan.org.in) किसान एवं विकासकर्ता (Developer) की सुविधा के लिए बनाया गया है जहां इच्छुक किसान / भूमि मालिक अपनी बंजर / अनुपयोगी भूमि को लीज़ पर देने के लिए पंजीकृत कर सकते हैं। और विकासकर्ता उक्त किसानों द्वारा पोर्टल पर डाला गया भूमि विवरण देख सकते है एवं राजस्थान डिस्कॉम्स के 33/11 केवी सबस्टेशन की आसपास के क्षेत्र में (लगभग 5 किलोमीटर के दायरे में) RESCO प्रणाली पर सौर ऊर्जा संयंत्र स्थापित कर सकते हैं।

Salient features of Saur Krishi AjivikaYojna under PM-KUSUM Component C (Feeder level solarization): पीएम-कुसुम कंपोनेंट सी (फीडर लेवल सोलराइजेशन) के तहत सौर कृषि आजीविका योजना की मुख्य विशेषताएं:

• Rajasthan Discoms has already identified 33/11kV substations having primarily agriculture consumers on its 11kV feeder(s) and assess the substation wise Solar Power plant(s) capacity to be set up under PM-KUSUM Component C (Feeder level solarization). पोर्टल पर डिस्कॉम के चिन्हित 33/11kV सबस्टेशनों की सूची एवं जिनके आसपास प्लांट क्षमता के अनुसार सोलर पावर प्लांट लगाए जाने हेतु जितनी भूमि की आवश्यकता है, इसका विवरण उपलब्ध हैं।
• All such proposed solar power plants’ listalong with GPS coordinates of relevant substation of Discom is available on the portal. इच्छुक किसान / भूमि मालिक जो पात्रता मानदंडों को पूरा करते हैं, वे विकासकर्ता (Developer) द्वारा सौर ऊर्जा संयंत्र स्थापित करने के लिए अपनी जमीन को लीज़ पर देने के संबंध में ऑनलाइन आवेदन कर सकते हैं।
• Interested farmers / land owners who meet the eligibility criteria can apply online regarding their willingness to lease out their land for setting up solar power plant by developer. यदि भूमि पार्सल/क्षेत्र एक से अधिक व्यक्तियों के नाम पर होने या किसानों/भू-स्वामियों के समूह को पंजीकृत करने वाले, ऐसे समूह को पोर्टल पर आवेदन जमा करने के लिए ऐसे किसान/भू-स्वामी में से किसी एक को नामांकित करना होगा और पोर्टल पर उस व्यक्ति के के पक्ष में मुख्यतारनामा (Power of Attorney) अपलोड करना होगा।
• In case of multiple ownership of one land parcel / area OR, group of farmers / land owners intending to register their group of land, all such farmers / land owners need nominate one of such farmer / land owner to submit the application on the portal and upload Power of Attorney (PoA) in favor of nominated farmer / land owner on the portal. एक भूमि पार्सल / क्षेत्र केवल एक सबस्टेशन / संयंत्र स्थान के लिए पंजीकृत किया जा सकता है।
• One land parcel / area can be registered against only one substation / plant location. आवेदन प्रक्रिया शरू करने के लिए आवेदकों को नॉन रिफंडेबल पंजीकरण शुल्क का ऑनलाइन भुगतान करना आवश्यक है ।
• All applicants are required to make online payment of non-refundable registration fee without which application will not be considered. सभी आवेदकों को गैर-वापसी योग्य पंजीकरण शुल्क का ऑनलाइन भुगतान करना आवश्यक है जिसके बिना आवेदन पर विचार नहीं किया जाएगा।
• Duly completed applications will be verified by Discoms' concerned field office. विधिवत भरे हुए आवेदनों का सत्यापन संबधित डिस्कॉम द्वारा किया जाएगा।
• A survey (in prescribed format) of the land & other credentials shall be carried out jointly by Discom field office and applicant or, their authorized representatives. भूमि का सर्वेक्षण (निर्धारित प्रारूप में) डिस्कॉम अधिकारी और आवेदक / अधिकृत प्रतिनिधियों द्वारा संयुक्त रूप से किया जाएगा।
• A broad connectivity diagram from land location to the substation will also be prepared by the same field office of Discom. डिस्कॉम के उसी फील्ड ऑफिस द्वारा भूमि स्थान से सबस्टेशन को जोड़ने हेतु एक लाइन डायग्राम भी तैयार किया जाएगा।
• Discom(s) to float tenders for selection of RESCO developers for setting up solar power plants. डिस्कॉम सौर ऊर्जा संयंत्रों की स्थापना के लिए RESCO विकासकर्ता के चयन के लिए निविदाएं जारी करेगा।
• Any participating developer, in the bids invited by Discoms, shall NOT be bound to select the required land for any solar PV plant under the scheme from the list of land parcels shared by Discoms and therefore shall be free to identify as well as procure alternative land on their own. डिस्कॉम द्वारा आमंत्रित बोलियों में भाग लेने वाले विकासकर्ता के लिए यह बाध्यता नहीं होगी कि वह पोर्टल पर उपलब्ध सूची से ही भूमि का चयन करे, वह अपने स्तर पर भी वैकल्पिक भूमि की पहचान करने के साथ-साथ खरीद करने के लिए स्वतंत्र होगा।
• Developers can collaborate with registered farmers / land owners by executing land lease agreement for 26 years or, arrange required land on their own for setting up solar power plant. विकासकर्ता (Developer) भूमि को 26 साल के लिए लीज़ पर देने हेतु पंजीकृत किसानों / भूमि मालिकों के साथ सहयोग कर सकते हैं या सौर ऊर्जा संयंत्र की स्थापना के लिए आवश्यक भूमि की व्यवस्था स्वयं कर सकते हैं।
• Successful developer shall be eligible for prescribed CFA from MNRE as per the modalities of Component C (feeder level solarization) under PM-KUSUM scheme. चयनित विकासकर्ता नवीन और नवीनीकरण ऊर्जा मंत्रालय (MNRE) से पीएम-कुसुम योजना के तहत घटक सी (फीडर लेवल सोलराइजेशन) के तहत CFA के के लिए पात्र होंगे।
• Discoms shall procure the power from selected developer(s) at discovered levelized tariff for 25 years. डिस्कॉम चयनित विकासकर्ता से निर्धारित टैरिफ पर 25 वर्षों के लिए बिजली खरीदेगा।
• Developer to pay the agreed lease rent amount to the farmer / land owner or, authorized individual directly as per agreement payable during plant installation and commissioning phase (i.e. 9 months from award of contract). विकासकर्ता (Developer) को किसान/भूमि मालिक या अधिकृत व्यक्ति को सोलर पावर प्लांट की स्थापना और चालु करने के दौरान, अनुबंध करने के 9 महीने के भीतर लीज़ किराया राशि भुगतान का करना होगा।
• Discoms to pay the applicable land lease rent directly to the registered farmer / land owner or, authorized individual and will recover the same from the monthly energy payables to developer after commissioning of the solar power plant. डिस्कॉम भूमि की लीज़ के किराए का भुगतान सीधे पंजीकृत किसान / भूमि मालिक या अधिकृत व्यक्ति को करेगा और डिस्कॉम इसकी वसूली सोलर पावर प्लांट के चालू होने के बाद, विकासकर्ता को देय मासिक ऊर्जा शुल्क के भुगतान से करेगा।
• The applicable lease rent under the scheme shall be payable to the farmer / land owner / authorized individual only after meeting following conditions: योजना के तहत लीज़ किराया किसान / भूमि मालिक या अधिकृत व्यक्ति को निम्नलिखित शर्तों को पूरा करने के बाद ही देय होगा:
1. Work for setting up a solar PV project on the referenced land is awarded to a developer by Discom, विकासकर्ता को डिस्कॉम द्वारा संदर्भित भूमि पर सोलर पावर प्लांट परियोजना स्थापित करने का कार्य आदेश दे दिया जाता है,
2. The selected developer has executed Bi-party land lease agreement with the farmer / land owner for the land registered on the portal and furnish the same to designated Discoms' office. चयनित विकासकर्ता ने पोर्टल पर पंजीकृत भूमि के लिए किसान/भू-स्वामी के साथ भूमि लीज़ समझौता कर लिया है और उसे संबधित डिस्कॉम के कार्यालय में प्रस्तुत किया है।
• Merely registration of land on the dedicated portal for the scheme shall not entitle the land owner to receive the lease rent. योजना के लिए पोर्टल पर केवल भूमि का पंजीकरण करवाना ही भूमि स्वामी को लीज़ किराया प्राप्त करने का अधिकार नहीं देगा।
• Discom will not be a party in the lease agreement and will only act as a facilitator for land lease amount payment i.e. developer to bear the lease amount. डिस्कॉम लीज समझौते में किसी भी रूप में पक्ष (Party) नहीं बनेगा और वह केवल लीज राशि भुगतान के लिए विकासकर्ता उपलब्ध करवाने हेतु एक सुविधाकर्ता के रूप में कार्य करेगा।
• It shall be responsibility of the farmer / land owner to offer land of clear title, free from litigation and any incumbrances. For any false information or legal issues arises at any later stage, the farmer / land owner shall be responsible and no compensation / damages shall be paid by Discoms / Developers. यह किसान/भू-स्वामी की जिम्मेदारी होगी कि वे स्पष्ट स्वामित्व वाली भूमि अर्थात मुकदमेबाजी और किसी भी प्रकार के भार /क़र्ज़ से मुक्त भूमि प्रदान करें। इसके बाद किसी भी चरण में गलत सूचना या कानूनी मुद्दों के लिए, किसान / भूमि मालिक जिम्मेदार होगा और डिस्कॉम / विकासकर्ता द्वारा कोई मुआवजा / हर्जाना नहीं दिया जाएगा।
• The Developer shall be responsible for verification of land ownership / information submitted by farmer / land owner and check for any litigation / disputes / any other issue(s) prior to execution of land lease agreement. भूमि लीज समझौते से पहले विकासकर्ता (Developer), किसान/भूमि मालिक द्वारा भूमि के सम्बद्ध में प्रस्तुत जानकारी के सत्यापन करने और किसी भी मुकदमेबाजी / विवादों / किसी अन्य मुद्दे की जांच के लिए जिम्मेदार होगा।
• Under NO circumstances, Discom will be a party and/or, held responsible for any loss or, dispute arising between the farmer / land owner and the developer. किसी भी विवाद की स्थिति में, डिस्कॉम पक्ष (Party) बनेगा और, किसान/भूमि मालिक और विकासकर्ता के बीच उत्पन्न होने वाले किसी भी नुकसान या विवाद के लिए जिम्मेदार नहीं होगा।
