Land owners’ / farmers’ Responsibilities:: भूमि मालिकों / किसानों की जिम्मेदारियां:
To nominate only one person (with proper Power of Attorney), if land is owned by group of individuals / organization / society / etc as beneficiary under यदि भूमि का स्वामित्व व्यक्तियों / संगठन / समाज आदि के पास है तब केवल एक व्यक्ति (उचित मुख्तारनामा के साथ) को नामित करना ।
To register on the dedicated portal using mobile number (OTP based verification) पोर्टल पर पंजीकरण करने के लिए मोबाइल नंबर (ओटीपी आधारित सत्यापन) का उपयोग करना ।
To select substation and submit application towards registration of land with all required documents (identity proof, govt. issued land ownership document (with PoA in favour of nominated person, if applicable), cancelled cheque / bank passbook, etc) सबस्टेशन का चयन करने और सभी आवश्यक दस्तावेजों के साथ भूमि के पंजीकरण के लिए आवेदन जमा करवाना जैसे पहचान प्रमाण, सरकार द्वारा जारी भूमि स्वामित्व दस्तावेज (नामित व्यक्ति के पक्ष में पीओए के साथ, यदि लागू हो), रद्द चेक / बैंक पासबुक, आदि।
To ensure that proposed land is free from any type of encroachment, mortgage, loans and liabilities free from any other institutes/organizations etc यह सुनिश्चित करना कि प्रस्तावित भूमि किसी भी प्रकार के अतिक्रमण, बंधक, ऋण और देनदारियों, अन्य संस्थानों/संगठनों आदि से मुक्त है ।
Discoms’ Responsibilities: डिस्कॉम की जिम्मेदारियां:
Joint survey of registered land by Superintending Engineer (O&M) of concerned circle in presence of applicant to verify / captured following आवेदक की उपस्थिति में संबंधित सर्कल के अधीक्षण अभियंता (ओ एंड एम) द्वारा नामित अधिकारी द्वारा पंजीकृत भूमि का संयुक्त सर्वेक्षण करना ।
Verify of land details (location, size, type, ownership) and documentary proofs submitted by applicant आवेदक द्वारा प्रस्तुत भूमि विवरण (स्थान, आकार, प्रकार, स्वामित्व) और दस्तावेजी प्रमाणों का सत्यापन करना जैसे:
o Capture GPS coordinates of land o भूमि के GPS निर्देशांक नोट करना
o Verify and capture the route distance of land from substation o सबस्टेशन से भूमि की मार्ग दूरी को सत्यापित और कैप्चर करें
o Distance between various land parcels registered as single pocket by applicant o आवेदक द्वारा एकल आवेदन में पंजीकृत विभिन्न भूमि पार्सलों के बीच की दूरी
o Capture photographs of land o जमीन के फोटो खींचना
o Preparation of tentative SLD for connecting line to substation 0 सबस्टेशन को जोड़ने वाली लाइन के लिए अस्थायी लाइन डायग्राम तैयार करना
o Check availability of space / bay at Discom’s receiving substation o डिस्कॉम के संबधित सबस्टेशन पर लाइन की जगह की उपलब्धता की जांच करना
o Any river crossing / large trees on land, etc o कोई नदी /जमीन पर बड़े पेड़ आदि का अंकन
o Lease rent payment to land owner / authorized person only after plant commissioning o प्लांट चालू होने के बाद ही भूमि मालिक / अधिकृत व्यक्ति को लीज शुल्क भुगतान
Developers’ Responsibilities: विकासकर्ता (Developers) की जिम्मेदारियां:
To register on the portal for tie-up with registered land owner(s) / farmer(s) पंजीकृत भूमि स्वामी/किसानों के साथ जुड़ने के लिए पोर्टल पर पंजीकरण करना
To participate in the tender floated by Discoms from time to time and submit within 1 month from Award of Contract डिस्कॉम द्वारा समय-समय पर जारी निविदा में भाग लेने के लिए और अनुबंध होने से 1 महीने के भीतर भूमि लीज़ एग्रीमेंट जमा करने के लिए
To execute PPA with Discom and supply power at finalized tariff, if selected as successful developer by Discom यदि डिस्कॉम द्वारा सफल डेवलपर के रूप में चुना जाता है तब डिस्कॉम के साथ PPA करने और निश्चित टैरिफ पर बिजली की आपूर्ति करने के लिए
To bear the agreed lease rent amount as per agreement payable during plant installation and commissioning phase (i.e. 9 months from award of contract) संयंत्र स्थापना और चालू करने के दौरान देय अनुबंध के अनुसार लीज़ शुल्क राशि (अर्थात अनुबंध प्रदान करने से 9 महीने के भीतर) को वहन करना
To authorize Discom to pay the annual lease rent to land owner and adjustment of the same from monthly energy amount payable to developer भूमि मालिक को वार्षिक लीज शुल्क राशि का भुगतान करने के लिए डिस्कॉम को अधिकृत करना और विकासकर्ता को देय मासिक ऊर्जा राशि से उसका समायोजन करना
